Do I need over-ear hooks to use my Tuning Kit?

Not necessarily, but ear hooks do help. Many IEMs come with over ear style cables which help keep your earphone secure in your ears. If your IEM doesn’t have these, the fit of your ear tips matter much more for keeping your earphones in place.
